English
This study evaluates China's low-carbon city pilot program on green total factor productivity (GTFP) using PSM-DID on 285 cities (2009-2022). The policy significantly boosts GTFP, with technological innovation and industrial upgrading as key mechanisms. Findings offer causal evidence for urban decarbonization policies.

日本のGX文脈において
日本でも自治体主導の脱炭素施策が進む中、中国の大規模パイロット政策の効果検証は示唆に富む。政策設計・効果測定の手法として、日本の低炭素都市評価にも応用可能。
In the global GX context
As global cities pursue net-zero targets, this quasi-experimental evidence from China's low-carbon city pilots provides rigorous causal estimates of policy effectiveness. The mechanisms identified (innovation, industrial restructuring) are directly relevant for global urban climate policy design.

📄 Abstract(原文)
This paper takes the national low-carbon city pilot program implemented in China since 2012 as a quasi-natural experiment. Based on panel data from 285 cities spanning 2009 to 2022, it employs the PSM-DID method to systematically evaluate the impact of the low-carbon city pilot policy on green total factor productivity. The study finds that, overall, the implementation of low-carbon city pilots has a significant promoting effect on the improvement of green total factor productivity. This conclusion remains robust after accounting for identification assumptions and a series of other factors that might interfere with the estimation results. Further results indicate that urban technological innovation capacity and the transformation and upgrading of industrial structure serve as important mechanisms through which low-carbon city pilots enhance urban green total factor productivity.
