English
This chapter examines whether government-funded soil-health payments should be integrated into carbon pricing to capture soil carbon's climate value. It reviews SOC baselines, sequestration rates, credit pricing, MRV costs, and adoption barriers, drawing on cases like Soil Capital (Europe), Agri-carbon (South Africa), Indigo, and Nori. Regenerative farming can boost SOC and farm resilience, but high MRV costs and unstable credit prices slow adoption, justifying public subsidies.

In the global GX context
Globally, this speaks to the integration of agriculture into carbon markets under Article 6 and voluntary standards (Verra, Gold Standard), and to the debate on public vs. private incentives for soil carbon. It adds empirical evidence on MRV cost barriers relevant to ISSB/CSRD disclosure of agricultural emissions.

📄 Abstract(原文)
Agriculture can play a major role in climate mitigation, yet soil carbon is still undervalued in carbon markets. This chapter explores whether government-funded soil-health payments should be included in carbon pricing systems to better capture the climate value stored in soils. The key question is whether public incentives for regenerative practices can increase soil organic carbon (SOC) and address gaps in current carbon credit markets. The chapter reviews key determinants of soil-carbon incentives, including SOC baselines, sequestration rates, carbon-credit pricing, MRV (measurement, reporting, and verification) costs, adoption barriers, and differences between action-based and results-based payments. A policy-analysis approach is used, supported by evidence from Soil Capital in Europe, Agri-carbon in South Africa, and private platforms such as Indigo and Nori. These cases offer real data on payment schemes, MRV needs, and farmer participation. Findings suggest that regenerative farming can enhance SOC, reduce chemical input use, and improve farm resilience, but adoption remains slow. High MRV costs, inconsistent sampling rules, and unstable credit prices limit market scalability and farmer engagement, pointing to the need for government involvement. The chapter argues that public subsidies are justified when they help farmers transition to improved soil practices, ensure stable incentives, and strengthen MRV standards.
