English
Using Chinese A-share listed firms and a difference-in-differences design, this study examines how China’s Chain Leader System (CLS) affects corporate green low-carbon innovation. CLS significantly increases green patent output, operating through government green procurement and more stable green supply-chain relationships. However, it is also associated with higher carbon emission intensity and lower green total factor productivity, revealing a trade-off between state-led resource mobilization and market efficiency.

In the global GX context
This paper provides empirical evidence on how state-led industrial governance can simultaneously spur green innovation and undermine efficiency, offering a cautionary perspective for global climate policy design. It contributes to the broader discussion on the role of government procurement and supply-chain coordination in achieving decarbonization goals, relevant to TCFD/ISSB disclosure on transition risks and opportunities.

📄 Abstract(原文)
In the context of the global green transition, China’s Chain Leader System (CLS) represents a distinctive institutional approach to industrial governance. Using panel data on Chinese A-share listed firms, this study employs a difference-in-differences design to examine how the CLS affects corporate green low-carbon innovation. The results show that the CLS implementation significantly increases the quantitative output of green low-carbon patents. Mechanism analyses provide evidence consistent with two complementary channels: stronger demand generated through government green procurement and greater stability in firms’ green supply-chain relationships. The positive innovation effects are more pronounced among state-owned enterprises and larger firms. Moreover, the CLS implementation is associated with greater supply-chain localization. These patterns coincide with higher corporate carbon emissions intensity and lower green total factor productivity. Taken together, these findings highlight a trade-off between the resource-mobilization advantages of state-led industrial governance and potential costs to market integration and efficiency.
