English

A Python toolkit for cost-benefit analysis of building- and district-scale energy interventions. It implements the EU 2025/2273 global cost method, computing NPV, benefit-cost ratio, payback period and CO2 abatement cost, monetising GHG and air pollutant emissions via CE Delft shadow prices with Monte Carlo uncertainty. Includes a synthetic worked example and scripts applied to the Riga pilot and a citywide mobility scenario.

📄 Abstract(原文)

ExPEDite CBA Tools is a set of Python scripts for the cost-benefit analysis (CBA) of energy interventions at building and district scale. The scripts were developed in Work Package 4 of the EXPEDITE project (Enabling Positive Energy Districts through a Planning and Management Digital Twin) and support Deliverable D4.4, Cost Benefit Guidelines (2). The package contains a generic CBA engine implementing the global cost method of Commission Delegated Regulation (EU) 2025/2273, Annex I. The engine computes financial and social indicators (net present value, benefit-cost ratio, payback period, abatement cost per tonne of CO2), includes residual value, and monetises greenhouse gas and air pollutant emissions with shadow prices taken from the CE Delft Environmental Prices Handbook 2024 (EU27 version). A Monte Carlo routine propagates the uncertainty on shadow prices. A deterministic synthetic dataset and its generator reproduce in full the worked example reported in D4.4. The synthetic values are illustrative and do not describe any real site; most are the authors' assumptions, and the published reference points used to frame them are noted in the generator script. The package also includes the scripts applied in D4.4 to the Riga pilot (annual snapshot comparison against a 2024 baseline and an illustrative break-even extension) and to a citywide mobility scenario summary. The input data for these two applications belong to project partners and third parties and are not distributed. The expected input format is documented, so the scripts can be run once the data have been obtained from their owners. Funded by the European Union under Horizon Europe Grant Agreement No. 101139527.
