📄 Abstract(原文)

<title>Abstract</title> <p>High-penetration distributed renewable generation introduces bidirectional power flow, rapid net-load ramps, and spatially uneven voltage sensitivity in active distribution networks. To address these challenges, a multi-time-scale coordinated planning method is proposed by integrating active–reactive power coupling flexibility and voltage-risk control. The method decomposes net active and reactive load into fast, medium, and slow components, models inverter-based P–Q feasible regions, and embeds voltage conditional value at risk into investment and operation decisions. A WGAN-GP-based scenario generation framework is used to preserve wind, photovoltaic, and load uncertainties, and 27 representative scenarios are selected for planning. Case studies on a radial PG&E 69-bus distribution feeder show that the risk-aware scheme increases wind and PV capacities from 0.96 MW and 0.56 MW to 1.18 MW and 0.74 MW, respectively. Although annualized investment rises from 1.05 M$ to 1.39 M$, total annualized cost decreases from 2.83 M$ to 2.316 M$, achieving an 18.16% reduction. Renewable utilization improves from 88.3% to 98.35%, while curtailed energy and expected energy not supplied decrease by 85.2% and 92.4%. The results verify that coordinated P–Q flexibility can enhance renewable accommodation, reduce voltage-tail risk, and improve planning economy.</p>
