English
Integrating LCA with a net ecosystem carbon budget framework for two former Chinese steel plant brownfields, this study quantifies remediation-stage emissions (21,226–73,849 t CO2-eq) and shows afforestation compensates only 12–40% of that carbon debt within 100 years. Afforestation offers partial long-term offsetting but cannot substitute for direct emission reductions during remediation.

In the global GX context
As ISSB/CSRD push companies to disclose land-use and remediation-related emissions, this paper offers a replicable LCA+NECB method for quantifying the carbon debt of brownfield redevelopment. It adds empirical evidence from China's industrial transition to the global conversation on lower-carbon remediation and nature-based offsetting limits.

📄 Abstract(原文)
Remediation of contaminated industrial sites can create substantial immediate environmental burdens, whereas post-remediation ecological redevelopment can provide delayed carbon uptake. However, the extent to which ecological redevelopment can repay the upfront carbon debt from engineering-intensive remediation remains poorly characterized, particularly for large steel plant brownfields. To address this gap, we integrated life cycle assessment (LCA) with a project-scale net ecosystem carbon budget (NECB) framework for two former steel plant sites in China, one in Beijing (Site 1) and the other in Zhejiang (Site 2). The LCA used 1 m 3 of remediated soil as the functional unit within a harmonized core boundary covering material and energy inputs, transportation, remediation operations, and waste treatment, with site/project records for foreground inventories and Ecoinvent 3.1.0 for background data. Remediation generated 21,226 t CO 2 -eq at Site 1 and 73,849 t CO 2 -eq at Site 2, with the difference largely reflecting remediation scale. At the technology level, environmental impacts varied substantially and were driven by energy use, transportation, and technology-specific material inputs. Under the reference structural scenario, assuming afforestation of 70% of the site area, locally plausible forest types compensated 37.3–39.6% of the initial carbon debt at Site 1 after 100 years, while a theoretical evergreen broad-leaved forest upper bound reached 60.2%. The corresponding compensation at Site 2 was 11.9–20.0%, and none of the simulated forest types fully repaid the project carbon debt within 100 years. The projected compensation was strongly influenced by land availability and assumptions governing forest productivity-heterotrophic respiration coupling, whereas afforestation-establishment emissions had only a minor effect. Afforestation can therefore provide partial, long-term compensation for remediation-stage carbon debt but cannot substitute for direct emission reductions during remediation. Integrating remediation-stage environmental assessment with post-remediation carbon accounting provides a life cycle-oriented basis for coordinating lower-carbon remediation with ecological redevelopment of industrial brownfields.
