English

Cross-sectional econometric study of green-bond issuance across the EU-27 (2021–2024 averages). Issuance correlates with renewable energy share and environmental health but shows no detectable link to circular material use, ecosystem vitality, environmental taxation, or climate performance. Authors argue capital follows institutional capacity and measurability rather than holistic ambition, creating a sectoral blind spot, and recommend metric standardisation via the EU Taxonomy and European Green Bond Standard.

In the global GX context

Directly informs the global debate on whether green-bond markets deliver holistic environmental impact, reinforcing the case for EU Taxonomy and Green Bond Standard metric standardisation and offering a template for assessing allocation gaps under ISSB/CSRD disclosure regimes.

Green-bond impact allocation and the measurability bias in sustainable finance can be empirically tested with this cross-country framework.

Issuers and investors should note that green-bond proceeds concentrate in measurable sectors, signalling where taxonomy-aligned project pipelines are thin.

Standardising metrics for underfunded sectors via taxonomy and green-bond standards is the most direct lever to broaden environmental reach.

📄 Abstract(原文)

As sustainable finance becomes the central engine of the European green transition, how green-bond proceeds map onto distinct environmental objectives remains poorly understood. This study provides cross-sectional econometric evidence on the macro-financial and environmental correlates of green-bond issuance across the EU-27. Defining market penetration as the green-bond share of total national corporate and sovereign issuance, we use four-year averages (2021–2024) to combine bivariate correlation with ordinary least squares regression. We find that issuance is associated with the share of renewable energy and environmental health but shows no detectable association with circular material use, ecosystem vitality, environmental taxation, or climate-change performance (R² = 0.44; renewable energy, p  = 0.002; GDP per capita, p  = 0.019; climate performance, p  = 0.50). A concentration analysis further shows that participation broadened until 2021 and narrowed again in 2024 (Gini 0.85 in 2014, 0.48 in 2021, 0.79 in 2024) rather than rising steadily. These findings point to a critical policy challenge, as capital appears to follow institutional capacity and structural measurability rather than holistic climate ambition, creating a sectoral blind spot. To broaden the environmental reach of green bonds, we identify the standardisation of metrics for underfunded sectors – through the EU Taxonomy and the European Green Bond Standard – as the most direct policy lever.
