The building sector is known to be a major emitter of global greenhouse gases. Currently, carbon dioxide (CO2) emissions from buildings account for about 38 % of global emissions and 35 % of global energy consumption. If no measures are taken, carbon emissions will be more than double in the next couple of decades, leading to significant changes in the world’s climate and impacting the environment, economies, and societies. It is therefore urgent to achieve net zero carbon to mitigate global warming and its disastrous effects on the climate. Net zero Carbon Buildings (NZCBs) represent a crucial concept for reducing carbon emissions and tackling climate change. NZCBs are acknowledged as healthy buildings that positively influence the built environment while reducing the negative impact of the building sector on the natural environment. Achieving net zero carbon requires the effective collaboration and partnership of key stakeholders. Stakeholder partnership has become a relevant theme within environmental-related research, offering significant potential in achieving the carbon reduction target by 2050. Such partnerships facilitate the sharing of resources, information, and knowledge throughout the building life cycle. Despite the relevance of stakeholder partnership and the effort exerted by stakeholders in achieving NZCB, the development and adoption of NZCBs have not progressed as expected. This is largely due to the complexity associated with stakeholder partnerships in NZCB development. Based on this, researchers, decision-makers, and industry practitioners will be able to understand and describe the impact of stakeholder roles in delivering NZCB. This research also supports informed policy and managerial decision-making. Policymakers and industry practitioners can use the findings to formulate effective NZCB strategies to improve the implementation. Moreover, the results of the agent-based modelling and simulation highlighted that consistent partnerships among key stakeholders are imperative for NZCB delivery. The outcomes of this study provide valuable insights for practitioners and researchers on the stakeholder partnership information that should be incorporated into NZCB knowledge databases. The stakeholder partnership framework developed in this study provides comprehensive best-practice instructions for key stakeholders to achieve net zero carbon in each stage of the NZCB life cycle.
