English

This international law article frames climate change as a 'quintessentially universal risk' and examines how international organizations help states fulfil duties of prevention and cooperation. It maps how the UNFCCC regime, sectoral bodies (ICAO, IMO), scientific intermediaries (IPCC, WMO), and multilateral development banks and funds operationalise mitigation and resilience through norm-setting, scientific assessment, and finance mobilisation. It concludes that international organizations act as custodians of climate resilience.

📝 gxceed 編集解説 — Why this matters

In the global GX context

For global disclosure scholarship, this piece supplies the institutional-legal layer beneath TCFD/ISSB/CSRD: it explains why international organizations are the convening and norm-setting infrastructure through which state climate obligations—and by extension corporate disclosure regimes—become operative. It is useful framing for understanding how MDBs and UN bodies shape transition finance and resilience governance.

📄 Abstract(原文)

Abstract Climate change has been recognised by the United Nations as a “common concern of [hu]mankind” and, in landmark advisory opinions, as a “quintessentially universal risk” requiring collective legal and institutional responses. This article examines the indispensable role of international organizations in helping States fulfil their obligations of prevention and cooperation through projects, programmes, and policies geared towards preventing harm from climate change. It discusses the interrelationship between climate change mitigation and international cooperation, and the role of international organizations in providing the institutional frameworks through which these obligations are realised: international organizations convene States to set norms, coordinate scientific assessments, mobilise finance, and embed resilience into global governance, among other functions. The UNFCCC regime, sectoral organizations such as ICAO and IMO, scientific intermediaries like the IPCC and WMO, and multilateral development banks and funds all support the operationalisation of both mitigation and resilience. The article concludes that international organizations function as custodians of climate resilience by making collective State obligations under international law effective in practice.
