English

This study examines policy coordination and implementation pathways for China-ASEAN blue finance governance under climate change, defining blue finance as a governance-oriented mechanism spanning activity classification, risk pricing, use-of-proceeds constraints, disclosure, MRV, and cross-border coordination. Using a design-science normative policy framework, it develops a six-agent architecture (climate risk, legal/policy, blue finance, project governance/MRV, regional coordination, audit/ethics) with five operational components, illustrated through blue carbon restoration and climate-resilient port scenarios. The primary constraint is identified as the lack of operational coordination among taxonomies, pipelines, data, disclosure/verification, responsibility allocation, and equity safeguards, rather than capital shortage.

In the global GX context

Amid ISSB/TCFD-aligned disclosure and the rise of transition finance, this paper extends disclosure-infrastructure thinking to blue finance, where taxonomies, MRV, and cross-border coordination remain fragmented. It offers a governance architecture relevant to global debates on ocean-climate finance, regional taxonomies, and auditable sustainability claims, though its multi-agent framing is conceptual rather than empirically validated.

📄 Abstract(原文)

Introduction This study examines policy coordination and implementation pathways for China-ASEAN blue finance governance under climate change. It defines blue finance not merely as financing for marine projects, but as a governance-oriented financial mechanism that shapes ocean sustainability through activity classification, risk pricing, use-of-proceeds constraints, disclosure, monitoring, reporting and verification (MRV), and cross-border coordination. Methods Using a design-science-oriented normative policy framework, the study integrates scholarship on ocean climate governance, the sustainable blue economy, climate finance, regional cooperation, and multi-agent systems. It develops a governance architecture and uses two scenarios - blue carbon restoration with community adaptation, and climate-resilient ports linked to low-carbon shipping corridors - to illustrate its operation. Results The framework comprises a climate risk agent, a legal and policy agent, a blue finance agent, a project governance and MRV agent, a regional coordination agent, and an audit-and-ethics agent. Five operational components - data interfaces, rule bases, task orchestration, conflict handling, and audit logs - connect these agents. The conceptual analysis identifies the primary constraint on China-ASEAN blue finance cooperation as the lack of operational coordination among taxonomies, project pipelines, data capacities, disclosure and verification systems, responsibility allocation, and social equity safeguards, rather than a simple shortage of capital. Discussion By embedding multi-agent systems within blue finance governance, the study proposes an explainable, auditable, reviewable, and adaptive regional pathway for ocean sustainability under climate risk. The framework is intended to support, not replace, public decision-making, prudential financial judgment, scientific assessment, and community participation.
