English

This paper analyzes how tariff volatility interacts with climate mandates across Asian production networks facing EU CBAM and rising protectionism. It assesses three strategies: carbon-pricing alignment, regional value chain integration, and clean energy deployment in industrial clusters. Without shared carbon accounting standards and transition finance, fragmented border measures may widen industrial disparities between advanced and developing Asian economies, underscoring the need for cooperative trade-climate frameworks across ASEAN.

In the global GX context

Directly engages the CBAM/ISSB disclosure nexus and the trade-climate interface shaping global market access. It adds an Asian production-network perspective to transition finance and carbon accounting harmonization debates.

📄 Abstract(原文)

As low-carbon manufacturing accelerates, Asian export economies face growing pressure from cross-border carbon rules and unilateral trade tariffs. Mechanisms such as the European Union’s Carbon Border Adjustment Mechanism (CBAM), together with rising protectionism, have made supply chain emissions central to market access and competitiveness. This paper examines how tariff volatility interacts with climate mandates across Asian production networks and assesses three strategies: carbon-pricing alignment, regional value chain integration, and clean energy deployment in industrial clusters. It finds that without shared carbon accounting standards and transition finance; fragmented border measures may widen industrial disparities between advanced and developing Asian economies. The study highlights the need for cooperative trade-climate frameworks that balance competitiveness with deep decarbonisation across ASEAN and South East Asia.
