English

This paper argues for recognizing the inherent limits of nature-based solutions (NbS) stemming from socio-ecological complexity. It identifies three sources of limitation: bounded steerability, contestation of values, and cross-scale misfits, and calls for humility and adaptivity in NbS governance.

📝 gxceed 編集解説 — Why this matters

In the global GX context

Globally, NbS have gained traction in climate and biodiversity policies. This paper offers a timely reminder of their limits, which is relevant for international frameworks like the UNFCCC and CBD that increasingly promote NbS.

Researchers should note the three sources of limitation and the call for reflexivity in NbS governance.

Practitioners can use the framework to set realistic expectations and manage trade-offs in NbS projects.

Policymakers should incorporate humility and adaptivity when designing NbS policies, avoiding overpromising.

📄 Abstract(原文)

ABSTRACT Nature‐based solutions (NbS) have become a central concept in contemporary conservation. While much scholarship and practice aim to refine and upscale NbS, we argue that it is important to recognize their inherent limits, which stem from the complexity of socio‐ecological systems. Drawing on literatures about governing in complexity, we identify three fundamental sources of limitation: bounded steerability of complex adaptive systems, inescapable contestation of plural values and power, and persistent cross‐scale misfits between ecological and institutional dynamics. These manifest as recurrent limits for NbS, including shifting priorities, unavoidable trade‐offs, recurring conflicts, unexpected outcomes, external shocks, and contested knowledge. We outline implications for policy, practice, and research: emphasizing humility, adaptivity, and reflexivity as necessary conditions for advancing NbS without overstating their promise.
