📄 Abstract(原文)
Climate change and its outcomes have been revealing serious and ongoing threats to both human beings and the surrounding environment. Despite the proposed efforts, there is a persisting gap in local government participation through climate-related empowerment, which have been conveying an inability to implement its adaptation and mitigation efforts. Thus, this study aimed at assessing the role of local government institutional mechanisms on climate change adaptation and mitigation among local government officials in Tanzania. The study employed a cross-sectional design in which quantitative data was collected from 384 local government officers by using a standardised questionnaire. Data was analysed by SPSS software using descriptive and inferential statistics, specifically multiple linear regression. The study revealed that Institutional support mechanisms had a significant positive effect on climate change mitigation and adaptation outcomes (β = 0.614, p < 0.001), demonstrating that stronger policy frameworks, financial resources, coordination systems, and technical support enhance the effectiveness of local government climate interventions. The findings further reveal that local government institutions play a vital role in improving climate resilience through effective leadership, stakeholder engagement, and adequate resource allocation. However, weak institutional systems and poor leadership undermine climate response efforts. The study therefore recommends strengthening institutional and leadership capacity through targeted training, sufficient funding, recruitment of skilled personnel, improved policy coordination, reduced bureaucratic barriers, and greater involvement of communities and the private sector to support inclusive and effective climate governance.
