📄 Abstract(原文)

Energy systems are foundational to sustainable development because they enable essential services and underpin progress across the SDGs. Yet recent shocks have shown that development gains can be undermined when energy systems are unable to absorb, adapt, and recover. In practice, assessments of energy resilience often remain narrowly focused on technical performance, limiting their usefulness for SDGs delivery and policy design.This study advances a sustainability-grounded, interdisciplinary framework that assesses energy resilience across five dimensions—technical, environmental, economic, institutional, and social—operationalised through 18 indicators. Novelty of the framework lies in offering a transparent, non-weighted temporal assessment that makes sociotechnical aspects of energy resilience operational and comparable over time, particularly in contexts where data availability is uneven. We apply the framework to Mexico using normalised national-level data for 2019–2022, enabling comparison over time and to identify where resilience is strengthening or eroding across dimensions. Results show uneven resilience. The technical dimension registers specific advances, alongside regulatory improvements in the legal framework for renewable energy. By contrast, the social and institutional dimensions lag, shaped by weaker performance and by limitations in data availability. The environmental dimension exhibits a temporary improvement during the COVID-19 period, followed by setbacks in subsequent years, suggesting sensitivity to external shocks.By making strengths, gaps, and shock-responses visible in a single, multidimensional profile, the framework provides a practical basis for prioritising interventions and evaluating policy pathways towards resilient infrastructures and equitable transitions. Its implementation can support monitoring and delivery efforts related in particular to SDG 7 and SDG 9.
