English
Using a PVAR model and regime-based approach across 20 African countries (2000–2020), this paper examines how renewable energy development and energy efficiency affect economic growth, electricity access, and CO₂ emissions. It finds a threshold effect: once renewable expansion reaches sufficient scale, it boosts growth and electricity access while cutting CO₂ and energy intensity, whereas low deployment yields weak or even negative short-term growth effects. Structural constraints and rebound effects limit transition effectiveness.

In the global GX context
Adds empirical evidence to the global debate on whether energy transition delivers development co-benefits, relevant to transition finance in emerging markets and to ISSB/CSRD-adjacent discussions of just transition and country-level decarbonization pathways.

📄 Abstract(原文)
The energy transition is increasingly considered a key lever for promoting sustainable development in African countries facing major economic, social, and environmental challenges. This paper examines the effects of renewable energy development and energy efficiency on economic growth, access to electricity, and CO₂ emissions in 20 African countries over the period 2000–2020 using a Panel Vector Autoregressive (PVAR) model and a regime-based approach. The results reveal the existence of a threshold effect associated with renewable energy growth. When renewable energy expansion reaches a sufficient level, it contributes positively to economic growth and access to electricity while reducing CO₂ emissions and energy intensity. Conversely, low renewable energy growth generates weak or insignificant effects and may negatively affect economic growth in the short term. The findings also highlight the presence of structural constraints and rebound effects limiting the effectiveness of the energy transition in several African countries. Overall, the results suggest that the contribution of the energy transition to sustainable development in Africa depends not only on the adoption of renewable energy technologies but also on the scale of deployment and the structural transformation of energy systems.
