<title>Abstract</title> <p>Marine methanol is often discussed as a decarbonisation option, but its value depends on the regulatory account in which it is measured. This paper develops a regulatory-accounting screen for methanol under the IMO Carbon Intensity Indicator, FuelEU Maritime and the EU Emissions Trading System, and applies it to public 2024 THETIS-MRV data. The framework separates physical combustion factors, assigned CII factors, FuelEU well-to-wake intensity and EU ETS surrender factors rather than collapsing them into one emissions number. Under the declared central scenario, fossil grey methanol fails as a decarbonisation pathway because it has both higher delivered fuel cost and higher lifecycle intensity than VLSFO and low-slip diesel-cycle LNG. Illustrative qualifying-pathway low-GHG methanol can nevertheless create large FuelEU balance improvements. A reproducible annual e-methanol screen shows that parity remains highly sensitive to compliance strategy, certificate treatment and route scope: restrictive full-substitution thresholds are far lower than exact-compliance minimum-blend thresholds in 2033, but the two converge as FuelEU tightens toward 2050. The MRV application retains 12,958 ship-years, with 147.14 MtCO2 verified emissions and EUR 4.90 billion illustrative 2025 EU ETS exposure. Public MRV data support exposure targeting, not ship-level FuelEU or CII reconstruction.</p>
