In 2026, the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA) is in its final year of Phase 1, with Phase 2 (2027-2035) set to commence. However, CORSIA faces a profound legitimacy crisis: the supply gap for Eligible Emissions Units (EEUs) exceeds 75% (demand of 170-236 million units versus less than 38 million available); carbon credit quality controversies persist, with an Oxford-University of Pennsylvania joint study concluding that 25 years of offsetting have "almost entirely failed"; and emissions efficiency varies by up to 30-fold across routes (32-890 g CO₂ per RPK). These structural deficiencies indicate that aviation climate governance urgently requires a paradigm shift from "aggregate offsetting" to "trajectory-precise accounting." This paper, based on the complete theoretical system of Prim-Lex Theory (Economic Climatology)---the Fourfold Prim-Fire (Physical Prim-Fire, Animal Prim-Fire, Plant Prim-Fire, and Prim-Fire of Mind) as ontological foundation, the Three-Tier Constraints (GC⁴A first-order hard boundaries, second-order spatial regulation, and third-order derivative protocols) as the hard constraint framework, the Five-Element Dynamic Models (REMC Law of Energy Conservation, CLL Law of Phase Transitions, GCSOS Law of Meridional Circulation, RCE-B/S Law of Carbon Cycle Steady State, and G-REMI Law of Coevolution) as operational tools, the Eight-Dimensional Framework as diagnostic methodology, and the Prim-Nexus Guidance (Nine Heavens·Vision Guidance, Nine Virtues·Ethical Constraints, and Nine Palaces·Decision Computation) as directional guidance system---constructs a complete scientific solution for aviation climate governance. This paper proposes a "flight trajectory carbon accounting" system: a route-differentiated carbon accounting formula based on the RCE-B/S model, , upgrading aviation carbon emissions from "aggregate offsetting" to "trajectory-precise accounting"; and a "climate-smart route" optimization algorithm based on the Seven Luminaires·Seven Rhythms model, , prioritizing routes with lower emission coefficients while satisfying aviation safety requirements. Using the eve of CORSIA's mandatory phase in 2026 as the policy window, and based on data from 27.5 million flights across 26,156 city pairs for empirical validation, this paper demonstrates the incremental contribution of the Prim-Lex Eight-Dimensional Framework to the ICAO governance framework. The core innovation of this paper lies in systematically applying the Eight-Dimensional Framework of Prim-Lex Theory to international aviation governance, providing a quantifiable, programmable, and auditable mathematical language and institutional framework for upgrading CORSIA from a "carbon credit market mechanism" to a "trajectory carbon accounting governance system."
