📄 Abstract(原文)
This chapter explores the complex situation of the implementation of the global Sustainable Development Goals (SDGs), particularly SDG 7 (Affordable and Clean Energy) and SDG 13 (Climate Action) with the rights of the Indigenous Sámi peoples in Arctic Norway and Sweden. While renewable energy initiatives like wind power and critical mineral mining are promoted as key solutions to achieving net-zero emissions, they often infringe upon Sámi land rights, affecting the traditional practice of reindeer herding and the preservation of Sámi cultural heritage. This chapter critiques the assumption underpinning the concept of sustainable development and highlights the superficial nature of Sámi participation in wind energy and mining processes for the green transition. In doing so, the chapter calls for rethinking sustainable development frameworks to include perspectives of diverse cultures. This chapter argues that a possible green transition and climate action must be legitimated by incorporating a peace and justice framework under SDG 16. This will facilitate an enhanced form of participation for the Sámi in energy and climate policies.
