English

Panel models across all 27 EU Member States (2013–2021) test whether climate-transition policies drive non-household electricity prices. EU ETS auction prices, ETS-related fiscal variables, energy and environmental taxes, and renewable shares show no statistically significant effect. Instead, prices of conventional and strategic materials—uranium, crude oil, coal, lignite—are strongly associated with electricity costs, suggesting industrial energy affordability hinges on input-material markets while clean-energy policy effects stayed limited.

In the global GX context

Amid global debates on carbon pricing (EU ETS, CBAM) and industrial competitiveness, this paper offers counterintuitive evidence that carbon and environmental taxes did not materially raise non-household electricity prices in 2013–2021, while fossil-fuel input markets did. It informs transition-finance and disclosure discussions on how to attribute energy-cost risk in TCFD/ISSB reporting.

📄 Abstract(原文)

Non-household electricity prices across the EU are examined in relation to climate-transition policies and energy-market pressures. Covering all 27 Member States during the 2013–2021 period, the chapter builds panel models with fixed country effects and a broad pool of variables linked to EU ETS prices, fiscal effects, taxes, renewable energy, energy productivity, import dependency and material prices. The annual EU ETS auction price, ETS-related fiscal variables, energy taxes, environmental taxes and renewable-energy shares yield no statistically significant influence on non-household electricity prices. By contrast, the prices of key conventional and strategic materials, including uranium, crude oil, coal and lignite, are strongly associated with electricity costs. The chapter suggests that industrial energy affordability depends heavily on input-material markets, while clean-energy policy effects remained limited during the analysed period.
