Governments worldwide have implemented various support systems, including competitive bidding auctions and feed‐in tariffs (FiTs), to accelerate renewable energy deployment. However, a critical gap remains: there is no mechanism enabling public indirect investment in renewable energy projects or early withdrawal of funds for reinvestment. Concurrently, Security Token Offerings (STOs) have emerged as an innovative financial service, leveraging blockchain to facilitate fractional investments and early liquidity in assets such as real estate or copyrights. This study proposes the Power on Digital Asset‐Backed Securities (DABS) On (PODO) model, a novel financial framework that adapts STOs to enable fractional public investment in renewable energy power plants while allowing businesses to recover and reinvest capital early. Through quantitative simulation—cash flow modeling based on historical Korean power market data, including System Marginal Price (SMP) and Renewable Energy Certificate (REC) averages from 2019 to 2024 and comparative policy analysis against FiTs, Renewable Portfolio Standards (RPSs), and auction systems, we analyze the model’s asset design, stakeholder profitability (e.g., trading platforms, asset managers, and trust companies), and overall effectiveness. Our analysis confirms that the PODO model can generate sustainable returns for all participants while creating a new distribution market, enhancing power generation management efficiency, and increasing asset value. A comparison with existing policies demonstrates that the PODO complements government‐led support systems, providing a viable pathway to shift renewable energy dissemination from a reliance on loans and subsidies toward a market‐based approach. Implementation will require regulatory exemptions through financial sandbox frameworks and designation as an innovative financial service.
