📄 Abstract(原文)

The Indian Himalayan Region faces concurrent challenges of climate vulnerability and the need for sustainable rural livelihoods. In response, recent national policies, including the 2024 "Framework for Voluntary Carbon Market in Agriculture" (VCM Framework) and the 2023 "Green Credit Programme" (GCP), present a paradigm-shifting opportunity to finance sustainable development. This review quantifies the locked potential in the Jammu Division, which we estimate to be over 800,000 carbon credits annually from its two primary agricultural sectors. However, this potential is inaccessible as high MRV (Monitoring, Reporting, Verification) transaction costs make projects economically unviable for the 86% of Indian farmers who are smallholders. This paper proposes a managerial solution: "The Jammu FPO Carbon Aggregator Model." The model leverages the existing, government supported network of 318 Farmer Producer Organisations (FPOs) in Jammu & Kashmir to act as "Project Developers," aggregating members to achieve economies of scale. We identify two high-potential projects: (1) Methane Reduction from 46,000+ hectares of Basmati rice via Alternate Wetting & Drying (AWD) and (2) Carbon Sequestration from 3.45 lakh hectares of agroforestry in the horticultural hill belts. Critically, the proposed model synthesizes a "Blended-Finance & Dual-Credit" mechanism, leveraging both carbon (VCM) and green (GCP) credits to finance the transition, ensuring project viability and direct financial returns to Himalayan farmers.
