📄 Abstract(原文)
In the context of a global transition toward sustainable development, the model of policy co-creation has emerged as a new paradigm in public governance, enabling enterprises to engage more deeply in the formulation and implementation of public policies. This study aims to clarify the role and mechanisms of corporate participation in policy co-creation through two representative cases in Vietnam: the renewable energy and green manufacturing sectors. A qualitative research design was employed, combining semi-structured in-depth interviews with 20 participants—including policy experts, corporate executives, industry association representatives, and government officials—together with thematic coding and content analysis. The findings reveal that enterprises participate in policy co-creation through three main modalities: (i) consultation during policy design; (ii) policy experimentation via sandbox mechanisms or pilot programs; and (iii) contribution to the development of technical standards and sustainable governance models. The key enabling factors include a transparent policy environment, mutual trust between public and private actors, and firms’ innovation capacity. Accordingly, the study recommends establishing a legal framework for policy co-creation, promoting data-driven public–private dialogue, and developing institutionalized policy learning mechanisms to scale up collaborative models across sustainable industries in Vietnam.
