The rapid proliferation of artificial intelligence and the digital economy has driven an unprecedented expansion in data center computing infrastructure, giving rise to acute environmental externalities including soaring energy demand, indirect carbon emissions, water stress, and electronic waste accumulation. From an environmental economics perspective, this study investigates the underlying formation logic, socio-economic transmission channels, and governance pathways of data center "digital pollution". The analysis reveals that computing expansion, resource misallocation, and the Jevons rebound effect continuously elevate absolute resource consumption despite unit-level efficiency gains. Moreover, market price distortions obscure the true ecological costs of computing, cross-regional infrastructure deployment creates a spatial mismatch between localized environmental burdens and regional economic benefits, and severe information asymmetry hinders full life-cycle asset tracking. Transmitted through energy networks, resource allocation systems, and regional divisions of labor, these externalities exacerbate power grid loads, strain regional watersheds, and increase long-term public governance costs. To achieve sustainable digital development, this paper proposes a holistic governance framework centered on four pillars: harmonizing computing supply with actual capacity utilization, internalizing environmental costs through refined carbon and water pricing mechanisms, optimizing spatial layout to preserve regional ecological equity, and instituting extended producer responsibility alongside transparent environmental disclosures.
