English

This paper theorizes Bangladesh's 'compulsory transition trap'—the gap between its 100% renewable goal by 2050 and a system where fossil fuels exceed 85% of electricity. Using a four-pillar energy justice framework, it audits systemic failures across recognition, procedural, distributional, and remedial dimensions. It documents a contradiction between the EU's CBAM and Bangladesh's RMG sector energy constraints, affecting 4.4 million workers, and evaluates exclusion from JETP, offering policy recommendations on transition pace and equity.

📝 gxceed 編集解説 — Why this matters

日本のGX文脈において

日本企業のサプライチェーン(特にアパレル)がバングラデシュに依存する中、CBAMと現地のエネルギー制約が調達リスクに直結する。日本政府・企業がJETP支援国として関与する際の教訓を提供する。

In the global GX context

This paper highlights how CBAM and energy justice deficits in a major garment exporter create supply chain risks for global brands. It offers lessons for JETP design and climate finance access, relevant to ISSB/CSRD supply chain disclosure and transition finance discussions.

📄 Abstract(原文)

Bangladesh confronts an acute and multi-dimensional tension between formal commitments to clean energy transformation and the entrenched structural realities of a fossil-fuel-dependent economy. This paper offers a theoretically grounded and empirically situated analysis of Bangladesh's just energy transition (JET) deficit, conceptualizing the gap between the state's declared ambition of 100% renewable energy by 2050 and an energy system in which fossil fuels account for over 85% of electricity generation and renewables contribute less than 3% of total supply. Drawing on secondary data, policy documents, and a four-pillar energy justice framework encompassing recognition, procedural, distributional, and remedial justice, the study systematically interrogates the structural, institutional, financial, and normative barriers that constitute and reproduce this deficit. The paper advances three original contributions: it theorizes Bangladesh's transition condition as a ‘compulsory transition trap’ in which resource depletion and international trade conditionality drive energy system change in the absence of governance capacity and social protection mechanisms; it applies a disaggregated justice audit to demonstrate systemic failures across all four justice dimensions; and it documents an emerging contradiction between the European Union's Carbon Border Adjustment Mechanism (CBAM) and Bangladesh's readymade garment (RMG) sector's energy supply constraints, with implications for 4.4 million workers. The paper evaluates Bangladesh's exclusion from the Just Energy Transition Partnership (JETP) architecture and develops evidence-informed policy recommendations addressing both the pace and equity architecture of transition. The analysis demonstrates that Bangladesh's transition deficit is not primarily technological but reflects deeper failures of governance, institutional coordination, climate finance access, and political inclusion.
