📄 Abstract(原文)

To address the cost pressures and emission-reduction requirements of cold-chain multimodal transport under carbonconstraints, this paper extends an existing transport network and integrated cost model by introducing five policyscenarios—no carbon constraint, mandatory emission cap, carbon tax, carbon trading, and carbon offset—andformulating the corresponding route-optimization models. A hybrid genetic algorithm-simulated annealing approach isused to solve a case of cold-chain fruit transport from Chongqing to Shenyang. Results show that, without carbonconstraints, the optimal scheme is road-dominated, with a total cost of about 276,828 CNY but high emissions. Under themandatory cap, carbon tax, and carbon offset scenarios, the optimal routes shift toward high-speed rail, cutting emissionsby roughly 80% at the expense of higher costs; an overly strict cap drives costs up sharply, whereas carbon tax and offsetpolicies achieve large emission reductions with only moderate cost increases. In the carbon trading scenario, both costand emissions are highly sensitive to the allowance cap and carbon price. Overall, appropriate setting of caps, tax rates,and offset/trading prices can balance economic feasibility and environmental goals, providing quantitative support forcarbon policy design and routing decisions in cold-chain multimodal transport.
