In the context of high renewable energy (RE) penetration, existing narrow price-limit mechanisms often fail to accurately reflect the scarcity value of electricity. This paper proposes a power spot market clearing model that balances the revenues of multiple market participants, including coal-fired units, RE entities, and energy storage systems (ESS). First, the methodology integrates RE Green Certificate (GC) revenue and traditional capacity compensation to construct a comprehensive bidding model covering energy, certificates, and capacity remuneration. Second, an innovative approach-characterized by ‘constraining the average grid-wide price while relaxing spot price limits’-is introduced. By utilizing the average electricity price as a benchmark constraint, the study quantitatively analyzes the incentive effects of price-limit relaxation on participant bidding behavior. Simulation results, based on the IEEE 30-bus system and empirical data from a Chinese province, demonstrate that relaxing price limits effectively expands peak-valley spreads and releases critical scarcity signals. Furthermore, the negative price mechanism incentivizes coal-fired units and ESS to proactively participate in system regulation, enhancing the RE utilization rate by 5.6%. Finally, the relaxation of price limits facilitates a transition from pure energy value to flexible regulation value, driving a cost-transfer ratio of 1.32% and significantly optimizing resource allocation within the modern power system.
