English

This study compares IPCC FOD Tier 1 and Tier 2 methane emission estimates for 12 Serbian sanitary landfills (2021-2024). Tier 1 systematically overestimated emissions by a weighted average of 42.7±11.3% versus Tier 2, with the largest deviation (67.2%) at Vinča landfill. The authors argue that transitioning to Tier 2 with measured waste data and locally calibrated parameters is essential for accurate national GHG inventories and EU climate alignment.

In the global GX context

Accurate waste-sector methane accounting underpins national GHG inventories reported under the Paris Agreement and EU obligations; this paper quantifies how default-parameter Tier 1 methods can systematically overstate emissions, informing inventory methodology debates relevant to ISSB/CSRD-aligned emissions data quality.

📄 Abstract(原文)

Introduction: Methane (CH 4) emissions from landfills are estimated in national inventories using the IPCC First-Order Decay (FOD) model. Two methodological tiers exist: Tier 1, based on population data and default parameters, and Tier 2, based on measured waste quantities and locally determined parameters. The Republic of Serbia landfills over 90% of its municipal waste, yet the magnitude of methodological deviation between Tier 1 and Tier 2 estimates remains unquantified. Methods: Annual CH 4 emissions from 12 Serbian sanitary landfills (2021-2024) were estimated using both the IPCC Tier 1 and Tier 2 FOD approaches. Tier 1 employed effective population data (0.95 kg/capita/day) and default parameters (DOC=0.15, MCF=1.0, k=0.05 yr⁻¹). Tier 2 used measured waste quantities from the Serbian Environmental Protection Agency (SEPA) and locally determined parameters (DOC=0.1037-0.1085, MCF=0.5-1.0, k=0.06 yr⁻¹). Relative deviations between the two approaches were calculated and analysed statistically. Results: The Tier 1 approach systematically overestimated emissions by a weighted average of 42.7 ± 11.3% compared to Tier 2. The largest deviation occurred at the Vinča landfill (67.2%), where a waste-to-energy (WtE) plant and reduced methane correction factor (MCF=0.5) significantly lower emissions. The Subotica landfill showed a 38.5% deviation (MCF=0.5). Vinča alone contributes approximately 65% of national CH 4 emissions from the sanitary landfill sector. Conclusion: The continued application of Tier 1 methodology introduces significant, systematic overestimation of methane emissions from Serbian landfills. Transitioning to Tier 2 approaches with measured waste data and locally calibrated parameters is essential for accurate national greenhouse gas inventories, effective mitigation planning, and alignment with EU climate obligations.
