📄 Abstract(原文)
The thesis explores two crucial tools of sustainable finance - green budgeting and sustainable investments - which play a key role in accelerating the climate transition. This analysis is conducted through a historical review of the evolution of the EU’s legislative and regulatory framework for climate change, culminating in the European Green Deal, which constitutes the EU’s roadmap for achieving climate neutrality by 2050. Special emphasis is placed on sustainable finance as a key lever for strengthening both private and public action toward this goal. The objective of this thesis is to cover recent developments in the regulatory framework for sustainable finance, highlight the contribution of the private sector, and in particular the financial sector, to achieving the EU's green transition through the examined tools, and assess the effectiveness of private finance facilitation for sustainable investments. The core assumption of this thesis is that mobilizing the private sector through the promotion of transparency and accountability, the enhancement of coherence, the creation of a favorable environment for sustainable investments is the most effective approach for accelerating the transition. This assumption is supported by findings derived from the analysis of green budgeting and the incentives for sustainable investments and their impact on the private sector, as examined in the second and third part of the thesis. This approach provides a holistic perspective on the dynamic relationship between the EU’s regulatory framework and the way in which businesses are encouraged to adapt their strategies and practices, while also identifying opportunities for regulatory improvements to foster a resilient economic system capable of supporting the transition to a climate-neutral economy.
