This research paper introduces Transport Energy Infrastructure (TEI) as a distinct infrastructure category for Europe’s evolving transport and energy systems. It argues that the central constraint of the energy transition is shifting from clean power generation to energy availability: the ability to deliver energy reliably to the specific points where mobility, logistics, and industrial operations actually require it. Drawing on European policy, regulatory, and market evidence, the paper shows that transport networks, electricity grids, and transport-energy delivery are often planned in separate silos despite forming one connected system. TEI is proposed as the connective layer that links generation, grid access, and end-use infrastructure such as charging hubs, depot connections, corridor charging, and port electrification. The report further develops the characteristics of TEI, including cross-domain system integration, demand-anchored siting, operational resilience, and active system participation. It also examines the economics, deployment scenarios, policy implications, and investment relevance of TEI as an emerging infrastructure class for public institutions, operators, and investors.
