English

This study applies the ETSAP-TIMES modelling framework to represent the Renewable Energy Community of Tito, southern Italy, over 2020-2050. In the 10 MW PV configuration, electricity imports fall by over 30%, CO2 emissions by about 10%, and total system costs by up to 13% versus baseline. Under current Italian regulation, REC configurations yield higher economic benefits than equivalent stand-alone PV systems.

In the global GX context

As EU member states implement RED II provisions on energy communities, this municipal-level TIMES modelling offers a replicable method for quantifying REC contributions to decarbonization and cost. It adds local empirical evidence to the global energy-community and distributed-generation literature relevant to transition planning.

📄 Abstract(原文)

Renewable Energy Communities are a key element of the European strategy to support the energy transition by promoting self-consumption and the sharing of energy from renewable sources. By enabling decentralized energy production and consumption, they help reduce dependence on fossil fuels and contribute to local decarbonization. In this context, modelling tools are essential for assessing the potential impacts of Renewable Energy Communities and supporting policy decisions. Among the available models, the ETSAP-TIMES generator, widely used for medium- to long-term energy planning, can support the assessment of Renewable Energy Communities, enabling detailed technical, economic and environmental representation of local energy systems. This paper illustrates the application of the ETSAP-TIMES modelling framework to represent the Renewable Energy Community of the municipality of Tito (southern Italy), assessing its feasibility and contribution to electricity demand in the residential and tertiary sectors. The TIMES-Tito REC model analyses the period 2020-2050, focusing on electricity supply, decentralised generation and final consumption, whilst considering current national legislation. Scenario analysis compares a baseline scenario with alternative scenarios that consider different assumptions regarding economic incentives, Renewable Energy Community size, and photovoltaic capacity. The results show that the impact of Renewable Energy Communities depends on the installed photovoltaic capacity. In the 10 MW configuration, electricity imports are reduced by more than 30%, carbon dioxide emissions by about 10%, and total system costs by up to 13% compared with the baseline scenario. Furthermore, under the current Italian regulatory framework, Renewable Energy Community configurations provide higher economic benefits than equivalent stand-alone photovoltaic systems.
