📄 Abstract(原文)

Although developing countries face pressure to reduce carbon emissions, high‑carbon‑emission industries often constitute a major source of tax revenue; however, decarbonization reduces this portion of the tax base, thereby potentially altering effective tax rates for other firms. We investigate China’s low-carbon city pilot policy by employing a difference-in-differences model, revealing that the effective tax rate for low‑carbon firms increases significantly. This shift is driven by the tendency of local governments to compensate for lost revenue from high‑emission firms by intensifying tax collection efforts targeting low‑carbon firms, an effect that is stronger for nonstate-owned, nonhigh-tech and larger enterprises. Our study reveals a critical fiscal externality of decarbonization policies in developing economies.
