Recent transformations in both economic and environmental domains have significantly increased the relevance of sustainable finance as a key instrument for the implementation of long-term development strategies. Within the framework of the advanced special economic zones of the Russian Federation, green financial instruments possess the potential to become a central component of regional economic policy. However, the lack of unified regulatory standards complicates their institutional integration. The present analysis aims to identify the potential of green financial mechanisms in accelerating economic growth while simultaneously mitigating environmental risks. Instruments such as green bonds, environmental lending, and sustainable investment funds facilitate not only the modernization of the economy but also the enhancement of environmental performance indicators. Statistical data covering the period from 2015 to 2024 confirm a stable and significant correlation between the volume of environmental investment and the growth of gross domestic product, thereby underscoring the high effectiveness of such investments. To improve the efficiency of sustainable finance deployment, the establishment of a unified monitoring system is proposed. Such a system should ensure transparency, reduce transaction costs, and facilitate decision-making processes. Furthermore, the development of a national standard for regulating green investment is deemed necessary to enhance investor confidence-both private and institutional-and to simplify the integration of environmentally oriented projects into regional development strategies. A key aspect of institutional transformation involves the introduction of ESG assessment tools as a means of objectively evaluating the effectiveness of environmental initiatives. Implementation of the aforementioned measures is expected to increase the investment attractiveness of green projects, support the structural transition of the production base in line with sustainability principles, and contribute to the formation of a robust framework for transitioning toward a low-carbon economy. In this context, the expansion of the green bond market and environmental credit instruments becomes particularly important, as these tools provide the financial stability required for the effective realization of climate and environmental priorities.
