本研究は、ゼロカーボンシティを宣言した小規模市町村向けに、地域内の炭素循環を評価する「地域炭素循環率」を提案する。この指標は、地域の排出削減と吸収源のバランスを可視化し、自治体の脱炭素計画策定に貢献する。小規模自治体特有のデータ制約に対応した簡易な算定方法を特徴とする。
