English
This paper assesses the technical, financial, and policy pathways to universal clean cooking access by 2040, when 2.3 billion people still rely on polluting fuels. Using cross-country modeling and scenario analysis, it quantifies investment needs and market-building mechanisms across electric cooking, LPG, biofuels, and distributed renewables. It finds that coordinated subsidies, carbon finance, infrastructure, and behavioral programs can lower transition costs while maximizing health and climate co-benefits, and offers a roadmap for governments, development partners, and the private sector.

In the global GX context
The paper speaks to the global transition-finance and carbon-credit agenda, showing how carbon-finance instruments can be structured to fund clean cooking at scale — relevant to Article 6 and voluntary market discussions. It also connects to SDG7 and just-transition debates that increasingly inform ISSB/CSRD-adjacent social and climate disclosures.

📄 Abstract(原文)
The global clean cooking transition is a critical pillar of sustainable development, public health improvement, and climate mitigation. Today, more than 2.3 billion people continue to rely on polluting fuels and inefficient stoves, driving severe health burdens, gendered labor inequities, ecosystem degradation, and substantial emissions of black carbon and CO₂. This paper evaluates the technical, financial, and policy pathways required to achieve universal access to clean cooking by 2040, integrating recent advances in electric cooking, LPG expansion strategies, biofuel innovation, and distributed renewable systems. Using cross‑country modeling and scenario analysis, it identifies the investment levels, enabling governance structures, and market‑building mechanisms necessary to accelerate adoption at scale. The findings show that a coordinated approach—combining targeted subsidies, carbon‑finance instruments, infrastructure deployment, and behavioral adoption programs—can reduce transition costs while maximizing health and climate co‑benefits. The paper concludes with a roadmap for governments, development partners, and private‑sector actors to close the access gap within the next two decades.
