English

Using 2000–2022 panel data for six GCC countries with DCCE and CS-ARDL estimators, the study finds that technological innovation, energy efficiency, and stronger ecological capacity significantly cut CO2 emissions and advance a circular carbon economy. FDI inflows, population growth, and GDP expansion raise emissions, showing carbon-intensive growth and weak environmental screening of investment. It recommends integrated policies linking green innovation, biocapacity protection, and FDI environmental review.

📄 Abstract(原文)

Despite the growing interest in circular carbon frameworks, empirical evidence on how ecological capacity and innovation drive carbon reduction in fossil-fuel economies remains scarce. This study addresses this gap in the GCC region using second-generation panel estimators. The Gulf Cooperation Council (GCC) countries, as leading global producers and exporters of fossil fuels, face mounting pressure to reconcile their economic dependence on hydrocarbons with rising carbon dioxide (CO₂) emissions and ecological deficits. Therefore, advancing a circular carbon economy (CCE) has emerged as a strategic environmental management priority in the region. To inform the circular carbon economy policy in the region, this study investigates the influence of technological innovation, ecological capacity (ecological footprint, bio-capacity, and load capacity factor), energy efficiency, and foreign direct investment (FDI) on CO₂ emissions in the six GCC countries. Using panel data for the six GCC countries from 2000 to 2022, the study applies the Dynamic Common Correlated Effects (DCCE) estimator and the Cross-Sectional Augmented Autoregressive Distributed Lag (CS-ARDL) model, with Ordinary Least Squares (OLS) regression employed for robustness checks. The results indicate that technological innovation, energy efficiency improvements, and stronger ecological capacity, particularly a reduced ecological footprint, enhanced biocapacity, and a higher load capacity factor, significantly reduce CO₂ emissions and accelerate the transition to a CCE. In contrast, FDI inflows, population growth, and GDP expansion are linked to higher CO₂ emissions, showing that economic growth in the region remains tightly tied to carbon-intensive activity and that foreign investment continues to enter the region without adequate environmental screening. These findings extend the environmental management literature by demonstrating that ecological capacity protection and innovation-led decarbonization are mutually reinforcing levers for circular carbon transitions in fossil fuel-exporting regions. This study offers actionable implications for GCC policymakers and environmental managers by recommending integrated policy instruments that simultaneously incentivize green technological innovation, safeguard biocapacity, and screen FDI for environmental quality to operationalize a resilient circular carbon economy.
