📝 gxceed 編集解説 — Why this matters

日本のGX文脈において

日本では気候市民会議が自治体レベルで広がりつつあり、市民参加型ガバナンスの設計や合意形成の参考になる。ただし開示・SSBJ対応など企業実務への直接の示唆は乏しい。

In the global GX context

Citizen assemblies are increasingly used in climate governance across Europe and beyond, and this paper adds a Global South perspective on participatory deliberation. It speaks to the 'just transition' and stakeholder-engagement dimensions of climate policy that sit alongside TCFD/ISSB disclosure regimes, though it does not address corporate disclosure itself.

📄 Abstract(原文)

Purpose: Citizen Assemblies have proven to be an effective tool to engage citizens in decision-making processes related to climate change action. This paper presents a comprehensive analysis of citizen assemblies and their potential to enhance climate action in Nigeria. The primary aim of this paper is to explore the significance of citizen participation in climate governance and to evaluate how citizen assemblies can facilitate more effective climate change responses in Nigeria. Method: The study employs a quantitative approach, reviewing existing literature on citizen assemblies and analyzing case studies from various contexts. It also examines the specific dynamics of implementing such assemblies within Nigeria's unique political and social landscape. Findings: The findings indicate that citizen assemblies can significantly contribute to climate change action by fostering inclusive dialogue and empowering citizens to influence policy decisions. However, the research also identifies several challenges to their implementation in Nigeria, including political resistance, lack of awareness, and logistical constraints. Despite these challenges, there are notable opportunities for integrating citizen assemblies into existing governance frameworks. Conclusion: This paper concludes that incorporating citizen assemblies into Nigeria’s climate governance structures could serve as an effective strategy to accelerate climate change action. Recommendation: It recommends that policymakers prioritize the establishment of these assemblies to enhance public engagement and drive meaningful climate initiatives
