This study proposes an integrated participatory scenario planning approach for envisioning low-carbon urban futures in the Greater Cairo region. Through collaboration with local stakeholders, multiple future scenarios are developed and assessed for feasibility and impact. This approach contributes to integrating climate action into urban planning in developing countries.
