📄 Abstract(原文)

Emerging markets and developing economies face diverse structural challenges in the energy transition, challenges that global indices designed for mature energy systems in advanced economies cannot adequately capture. To address this gap, we present the Energy Transition Index (ETI), a composite dataset covering 141 emerging market and developing economies from 2000 to 2023, adapted from the World Economic Forum's Energy Transition Index Framework (WEF-ETI) 2025. The ETI comprises two vertical sub-indices, where one performance depends on the other's performance: Energy System Performance (ESP), which assesses the current state of the energy system in terms of security, equity, and sustainability; and Transition Readiness (TR), which assesses a country's structural capacity to support future transition in terms of economic, regulatory, financial, infrastructural, technological innovation, and human capital conditions. This dataset supports cross-country comparisons and intra-country tracking over time, contributing to the design of policy frameworks specifically tailored to the economic realities and structural diversity of developing countries.
