📄 Abstract(原文)

Abstract In a world of unravelling multilateral liberal order, the Central and Eastern European region represents a microcosm of the destabilizing and transformative processes present in small, open and dependent economies as a result. The article explores how the region navigates this volatile era, focusing on the development of two ongoing industrial policy-driven projects in the EV transition in Hungary and Poland. These projects vary in their contribution to development: while the Hungarian state-backed bet on EV battery production is now widely considered a failure, the Polish attempt at launching a domestic EV brand, despite being troubled by delays, has successfully passed a number of early milestones. The article draws on industrial policy literature to explain the reasons behind these varying outcomes and constructs a framework for comparing the two cases, focusing on the formulation and implementation of the projects’ objectives, and their institutional background, as the two key factors.
