Renewable energy communities have emerged across Europe as promising vehicles for a fair and inclusive energy transition, yet their relationship with energy vulnerability remains ambiguous. This chapter critically examines the nexus between these two phenomena, drawing on European developments and Italian policy experiences to map both the tensions and opportunities embedded in this encounter. While energy communities hold potential for addressing energy poverty, significant barriers persist to meaningfully involving vulnerable households, whose precarious conditions often render participation practically and institutionally inaccessible. The chapter interrogates whether this nexus constitutes a strong or merely weak tie, concluding that without deliberate inclusive design and targeted policy intervention, energy communities risk reproducing existing social inequalities.
