📄 Abstract(原文)

Net-zero urban policy increasingly depends on neighbourhood-scale coordination of building retrofit, energy systems, mobility infrastructures and everyday practice. Existing indicator frameworks are often temporally flat and seldom distinguish observed performance from expert judgements about future strategic priorities. This study proposes and preliminarily tests an expert-based, scenario-conditioned indicator framework for net-zero neighbourhood transition in Taiwan. A purposive panel of 10 experts, selected for at least 10 years of relevant experience across urban planning, building energy, grid management, sustainable transport, environmental governance and community implementation, assessed an initial pool of 20 indicators. DPSIR coding structured causal roles, the Fuzzy Delphi Method screened the pool to 12 indicators, and a common network architecture was evaluated separately for the 2030, 2040 and 2050 scenario horizons. These horizons represent policy contexts rather than observed transition phases. The expert-derived results suggest a plausible sequence: 2030 priorities concentrate on building-stock repair and demand reduction; 2040 priorities become more balanced across energy management, mobility electrification and infrastructure coordination; and 2050 priorities place greater relative emphasis on participation, climate learning and resource-conscious practice. Domain aggregation gives 2030 weights of 0.36 for green building structure and 0.29 for energy-use efficiency, 2040 weights of 0.30 and 0.29 respectively, and a 2050 lifestyle/governance weight of 0.43. The pattern is interpreted as a structured transition hypothesis rather than a measured causal law. The framework offers a transparent basis for pilot testing, participatory validation and local recalibration, while its numerical weights remain specific to the Taiwan expert-elicitation context.
