This paper analyzes how recycling carbon auction revenues from emissions trading schemes (ETS) to support renewable energy can reduce heterogeneous distortionary taxes, achieving both economic efficiency and environmental effectiveness. Through theoretical modeling and empirical analysis, it shows that revenue recycling mitigates tax distortions and promotes renewable energy deployment. The findings offer insights for carbon pricing and renewable energy policy design.
