📄 Abstract(原文)

This paper examines the evolution of sustainable infrastructure development in the Lao People’s Democratic Republic (Lao PDR) through an integrated legal, policy, and project-level framework. It analyzes how environmental, energy, land, and water laws interact with national strategies such as Green Growth 2030 and Climate Strategy 2030 to shape investment governance. Using mixed methods legal text analysis, policy coherence assessment, and comparative case studies of the Monsoon Wind Power Project (600 MW) and the China–Lao Railway—the study identifies both enabling and constraining institutional factors. Results highlight that diversification beyond hydropower, adoption of blended finance mechanisms, and strengthened Environmental and Social Impact Assessment (ESIA) enforcement are essential to balance growth with resilience. Implementation success depends on provincial capacity, standardized Terms of Reference, and performance-linked compliance mechanisms that align safeguards with financial accountability. The paper concludes that Lao PDR’s transition from a hydro-dominant to a diversified renewable and transport-based economy requires sustained institutional commitment, transparent governance, and regional coordination under ASEAN frameworks. By linking law, finance, and sustainability, Lao PDR can position itself not only as the “Battery of Southeast Asia” but also as a regional model for climate-aligned and inclusive infrastructure development. © 2024 Center for Scientific Journal Promotion
