<p><span>The transition to a sustainable and climate-resilient economy requires substantial financial resources and an enabling legal and institutional framework. This paper examines Uganda’s policy, legal and institutional readiness to mobilize and deploy green and blue finance to support environmental sustainability, climate adaptation and mitigation, and the sustainable use of water and aquatic resources. The study reviews Uganda’s existing legal framework, including the Constitution, the National Climate Change Act, the National Environment Act, sector-specific legislation, and emerging policy instruments such as the National Climate Finance Strategy (2025–2030), the National Green Taxonomy, and the National Blue Economy Strategy (2023–2027). It further assesses available financing instruments, including public financing mechanisms, fiscal incentives, climate funds, green bonds, blended finance arrangements, carbon markets, and development partner support.</span></p> <p><span>The paper finds that Uganda has established a relatively strong policy and legislative foundation for sustainable finance. However, significant gaps remain in the operationalization of climate finance mechanisms, institutional coordination, market development, and resource mobilization. Key challenges include the absence of a dedicated climate fund, limited capitalization of environmental financing mechanisms, weak implementation of environmental fiscal measures, high financing costs, underdeveloped capital markets, and insufficient technical capacity within implementing institutions. The study also identifies governance and transparency concerns that may undermine investor confidence and the effectiveness of green and blue financing initiatives.</span></p><span>Drawing on international and regional experiences, the paper proposes a comprehensive reform agenda centred on establishing a dedicated Climate Fund, operationalizing climate finance regulations, strengthening green bond frameworks, expanding fiscal incentives, enhancing institutional capacity, and promoting blended finance and risk-sharing mechanisms. An implementation roadmap is provided to guide short-, medium-, and long-term actions. The paper concludes that while Uganda possesses the foundational legal and policy architecture necessary for green and blue financing, achieving meaningful scale and impact will require targeted legal reforms, stronger institutions, improved coordination, and innovative financing approaches capable of mobilizing both public and private capital towards sustainable development objectives</span>
