📄 Abstract(原文)
Nigeria’s rural electricity challenge is not simply a problem of inadequate infrastructure; it is also a problem of governance, institutional coordination, community participation, affordability, and enterprise development. Although decentralised renewable energy (DRE), including solar hybrid mini-grids and standalone solar systems, provides an important pathway for reaching underserved communities, access alone does not automatically translate into durable rural economic development. This paper examines the socio-managerial conditions that shape the sustainability and developmental value of Nigeria’s rural renewable energy transition. The study adopts a qualitative desk-review and analytical approach, drawing on peer-reviewed literature, policy documents, programme materials, and institutional reports on rural electrification, renewable energy, social capital, stakeholder governance, project management, and productive use of energy. The analysis is organised around four interconnected dimensions: socio-political legitimacy and institutional trust; inter-organisational coordination and network governance; behavioural adoption and community cohesion; and entrepreneurial value-chain and operational sustainability. The evidence reviewed indicates that implementation risks arise when communities are treated primarily as beneficiaries rather than stakeholders, when institutional responsibilities are fragmented, when project handover and maintenance arrangements are weak, and when electricity access is not connected to productive economic activities. The paper therefore argues that sustainable rural electrification requires an integrated socio-managerial model in which community participation, institutional accountability, adaptive project management, productive-use support, and value-chain development are designed as complementary components. The study contributes an analytical framework for linking social conditions to management decisions and proposes policy measures capable of moving Nigeria’s renewable energy transition from infrastructure delivery towards sustained rural economic transformation.
