Replication package for the manuscript "Regulation-induced intermediation: who holds the surplus in FuelEU Maritime pooling?" (single author: Turgay Battal), submitted to Transportation Research Part D: Transport and Environment in October 2026. The study reconstructs the first-year (2025) FuelEU Maritime compliance market from the public EU MRV "Publication of information" files: ship-level fuel-mix inference from the CO2-to-fuel ratio with a methane consistency screen, well-to-wake intensity with the Annex II default factors, compliance balances for 9,743 ships, company- and group-level pooling capacity, and market-structure measures (coverage, concentration, borrowing eligibility), with twelve robustness specifications and a 2030 counterfactual. Contents: code/ (Python scripts art49_01b–art49_06: balances and specifications, holder-to-group mapping with confidence grades, figures, text numbers, 2025-entrant, ice-class and 2030 checks), results/ (summary JSON per specification, robustness tables, mapping file, named-group rows, main-specification ship-level results with hashed IMO identifiers, OJ verification note), figures/ (Figures 1–4, PNG and PDF), README.txt, CITATION.cff.
