本論文は、中国広東省河源市におけるグリーン・低炭素雇用の保障メカニズムについて、公正な移行（Just Transition）の視点から分析している。現在の課題として、内生的な弱さ、保障制度の適合性の低さ、部門間連携の欠如を指摘し、政策誘導、スキル転換、多元的ガバナンス、社会保障の4つの側面から地域特性に応じた保障策を提案する。

This paper examines the green and low-carbon employment security mechanism in Heyuan, Guangdong, China, from the just transition perspective. It identifies weaknesses in endogenous development, low adaptability of current security mechanisms, and insufficient cross-sector coordination. It proposes a localized framework integrating policy guidance, skill transformation, multi-stakeholder governance, and social safety nets.

This paper adds a local Chinese case to the global just transition literature, highlighting policy mechanisms that could inform transition planning under ISSB and CSRD, which increasingly consider social aspects. It demonstrates how subnational governments integrate employment security into green transition strategies.
