The rapid evolution of power systems towards decarbonisation and decentralisation necessitates transformative approaches to transmission network planning and operation. High Voltage Direct Current (HVDC) technology, particularly in multi-terminal and hybrid AC/DC grid configurations, is emerging as a cornerstone of future resilient and flexible power systems. Future hybrid AC/DC systems will depend increasingly on converter control, DC protection, coordinated power-flow management, and interoperable modelling environments. Planning approaches developed primarily for conventional AC systems therefore need to be extended to capture the controllability, dynamic interactions, disturbance propagation, and recovery characteristics introduced by HVDC. This deliverable, "Recommendations on Planning Methodologies and Functional Requirements of the Tools", consolidates insights from comprehensive research activities and multi-stakeholder workshops carried out under the HVDC-WISE project. It aims to provide structured and actionable guidance to transmission system planners and analysis tool developers on enhancing planning frameworks and simulation capabilities. These recommendations are informed by the outcomes of all HVDC-WISE work packages (WPs) and reflect a synthesis of technical, operational, and resilience-based priorities.
