English
This paper revisits conventional urban planning knowledge to derive eight planning principles for reducing energy consumption in support of Positive Energy Districts (PEDs). Through a literature review, it synthesizes insights from the urban-energy nexus, arguing that planning can significantly contribute to climate neutrality by reducing energy demand. The principles aim to bridge urban planning and energy planning.

📝 gxceed 編集解説 — Why this matters
In the global GX context
This paper is globally relevant as it offers a framework for integrating energy reduction into urban planning, supporting city-level climate neutrality goals under initiatives like C40 and ICLEI. It bridges the gap between technical energy solutions and spatial planning, which is often overlooked in climate action plans.
👥 読者別の含意
🔬研究者:Urban and energy planning researchers can use these eight principles as a conceptual framework for further empirical studies on PEDs and urban energy efficiency.
🏢実務担当者:City planners and energy consultants can apply these principles to design districts with lower energy demand, aiding in climate neutrality targets.
🏛政策担当者:Local policymakers can integrate these principles into zoning regulations and building codes to promote energy-efficient urban development.
📄 Abstract(原文)
Considerable research efforts and academic discussions have recently focused on how Positive Energy Districts (PEDs) can be developed as stepping stones towards realizing larger political ambitions of transitioning cities into climate neutrality. To date, the research agenda on PEDs has remained rather technical and energy-oriented, focussing on how renewable energy technologies and infrastructures can be implemented at the district level to increase local energy production and flexibility of energy systems to allow more transactions on existing infrastructures. Less attention has been paid to the role of urban planning in reducing energy consumption and future energy demand that relates to urban structures. The aim of this paper is therefore to revisit conventional urban planning knowledge for how to plan sustainable cities and urban districts and draw out lessons for how planning can reduce energy consumption in support of developing PEDs. Through a literature review, we summarize the insights in eight ‘planning principles’ with the hope that these statements can travel more easily into other sub-fields of planning, including energy planning. We argue that, although the literature on the urban-energy nexus seems rather fragmented, it has a lot to offer the transition towards climate neutrality and sustainable urban futures.
