This study analyzes Oman's Sustainable Finance Framework as a mechanism to mobilize capital for renewable energy and low-carbon development under Vision 2040. It finds green bonds and sustainability-linked loans have attracted solar and wind investment, supporting GHG reductions and 2030 NDCs, while identifying barriers such as regulatory complexity, weak private participation, and SOE dominance. Comparisons with the UAE, Germany, and Sweden highlight the need for stable incentives and strong governance.

In the global GX context
Adds a Gulf/emerging-market perspective to global transition finance scholarship, illustrating how sovereign sustainable finance frameworks operationalize green bonds and SLLs toward NDCs. Useful for ISSB/TCFD-aligned disclosure discussions on transition planning in oil-dependent economies and for comparative analysis of policy incentives versus regulatory barriers.

📄 Abstract(原文)
This study examines Oman's Sustainable Finance Framework as a strategic mechanism for mobilizing capital toward renewable energy and low-carbon development in alignment with Vision 2040 and global climate commitments. The framework integrates financial instruments such as green bonds, sustainability-linked loans, and environmental assessment guidelines to direct investment into renewable energy, energy efficiency, and climate-resilient infrastructure. Using a qualitative methodology based on secondary data, policy documents, and academic literature, the study analyzes the framework's effectiveness in supporting climate change mitigation, investment mobilization, stakeholder engagement, and long-term sustainability goals. Findings indicate that the framework has successfully attracted substantial investment in solar and wind energy projects, contributing to measurable reductions in greenhouse gas emissions and supporting Oman's Nationally Determined Contributions for 2030. It has also generated co-benefits such as improved air quality and enhanced biodiversity. The framework aligns with international standards, including the United Nations Sustainable Development Goals and ESG investment principles, thereby strengthening Oman's position in global sustainable finance markets. Stakeholder collaboration between government entities, financial institutions, private investors, and local communities has further supported project implementation and enhanced social acceptance. However, the study identifies several barriers that limit full effectiveness, including regulatory complexity, limited market readiness, underdeveloped green finance awareness, and institutional capacity constraints. Additional challenges stem from state-owned enterprise dominance and weak private sector participation in renewable energy investment. Comparative analysis with regional and global leaders such as the UAE, Germany, and Sweden highlights the importance of stable incentives, integrated policy frameworks, and strong governance structures. The study concludes that while Oman's Sustainable Finance Framework demonstrates strong potential for advancing low-carbon transition, its long-term success depends on regulatory reform, capacity building, technological innovation, and strengthened stakeholder engagement. It provides policy recommendations and identifies future research directions focusing on longitudinal impact assessment and comparative sustainability finance analysis.
